JOB SUMMARY
The Water Plant Director is an executive, administrative position reporting to the City Manager. The Water Plant Director leads the daily operations of a new 4.4 MGD Reverse Osmosis treatment plant, overseeing plant operators, maintenance, SCADA systems, and the laboratory. This position requires advanced skills and considerable independent judgment and discretion in selecting methods, techniques and evaluation criteria for obtaining results. The plant is set to become operational by December 31, 2026.
ESSENTIAL JOB FUNCTIONS
- Works with key staff to develop, plan, and provide design input for the construction efforts of the water plant.
- Develops and implements operational goals and plans; formulates the procedures, policies, and guidelines to accomplish established goals.
- Administers the water treatment process and continuously evaluates the most effective and economical treatment methods for implementation.
- Monitors project progress, cost and quality; oversees and directs special projects; oversees preventative/corrective maintenance projects; organizes activities between departments; communicates with internal staff and outside regulatory agencies.
- Develops capital and operating budgets by preparing and analyzing budgets, planning around the budget, preparing capital and operating budget items, reviewing expenditures, and processing transfers when required.
- Develops, implements, and monitors department-wide regulatory compliance programs. Ensures compliance with all permit and regulatory requirements by reviewing reports, logs, analyses, and operational data; preparing permit applications and registrations for local, state, and federal agencies; and submitting all required reports to regulatory bodies within designated timeframes.
- Conducts compliance inspections in collaboration with regulatory agencies, including representatives from the Florida Department of Environmental Protection (FDEP) and the Florida Department of Health (FDOH).
- Maintains records, prepares reports, and composes correspondence relative to the operation of the water treatment plant.
- Manages operations through recruitment and selection activities, scheduling work assignments, establishing priorities, setting performance goals, conducting performance appraisals, managing meetings and reports, and guiding the activities of the water plant staff.
- Works with key staff to develop, implement, and oversee various water treatment plant operator certification programs.
- Provides timely program project status updates to the City Manager.
- Works closely with state, federal and county agencies, and citizen groups to promote efficient and effective public services.
- Responds to a broad range of requests for information, service, concerns, or complaints from citizens, businesses, government agencies, and other interested parties regarding a variety of water quality and engineering-related issues.
- Attends City Council and other meetings as required or directed by the City Manager.
- Performs other related job duties/or related special projects as assigned.
QUALIFICATIONS
Education and Experience:
- Associate’s degree in business, environmental sciences, or a related field required; bachelor’s degree preferred.
- Seven (7) years of senior management experience in roles such as Chief Operator, Superintendent, or Maintenance Chief in an advanced water treatment plant.
- An equivalent combination of education and experience may be considered.
Special Qualifications:
- Extensive knowledge water quality regulations, leadership, and personnel management required.
- An active State of Florida Class “A” Water Treatment Operator’s license. Applicants who do not currently possess a valid license must acquire the State of Florida Class “A” Water Treatment Operator’s within one (1) year as a condition of continued employment.
Knowledge, Skills, and Abilities:
- Knowledge of all aspects of local government operations, including government finance and administration.
- Knowledge of and apply all state and national drinking standards including, but not limited to, the Safe Drinking Water Act (SDWA), Clean Water Act (CWA), Florida Administrative Code (FAC), and the Florida Department of Environmental Protection (FDEP) rules and regulations.
- Knowledge of computers and applications used to create, store, and evaluate systems performance information such as Microsoft® Excel, Word and PowerPoint.
- Knowledge of SCADA (Wonderware®) systems to oversee equipment operation and performance measurement.
- Skill in the management of the operation and maintenance of potable water treatment applications using a Computerized Maintenance Management System (CMMS), laboratory analyses and preventative maintenance.
- Ability to read and understand written and oral instructions, construction drawings, and engineering specifications.
- Ability to lead and supervise others, provide clear instructions to subordinate employees, delegate responsibility, and enforce standards of behavior and performance through periodic performance reviews
- Ability to inspect and direct the troubleshooting of machinery, pumps, meters and charts, detect flaws and defects in operations.
- Ability to maintain complete and accurate records, make responsible decisions, and exercise proper judgment while leading personnel.
- Ability to demonstrate effective writing and communication skills and the ability to effectively work with the general public.
- Ability to effectively represent the City Administration in communications with the general public and employees.
- Ability to establish and maintain effective working relationships with associates, City Staff members, and the general public.
- Ability to operate various office equipment such as, but not limited to, computer, copier, multi-line telephone.
PHYSICAL DEMANDS
The work is light work, which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Requires standing or sitting for sustained periods of time; walking or moving from one work site to another; manual dexterity to pick, pinch, type, or otherwise work primarily with fingers; mental acuity including the ability to make rational decisions through sound logic and deductive processes; hearing to receive detailed information and to make the discrimination in sound; and the ability to express ideas by means of the spoken word and have close visual acuity. Additionally, the following physical abilities may be required:
- Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
- Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
- Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
- Standing: Particularly for sustained periods of time.
- Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
- Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
- Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
